Competency in the use of radio transmitting equipment is required in aeronautical, amateur and maritime bands in New Zealand.
Maritime Restricted Radiotelephone Operator’s Certificate (MRROC)The Ministry’s Maritime Restricted Radiotelephone Operator’s Certificate (MRROC), formally the Restricted Radiotelephone Operator’s Certificate (RRTOC) covers mandatory requirements and is compulsory for vessels equipped with VHF marine radio and travelling overseas, commercial vessels and those carrying single sideband sets (SSB).
For any vessel carrying single sideband (SSB) radiotelephone, the Radiocommunications Act 1989 requires an individual licence and callsign issued by Radio Spectrum Management. The minimum qualification required to use this equipment is the Maritime
Restricted Radiotelephone Operator’s Certificate.

Radio Apparatus licences and operators’ certificates. STCW Requirements.
